The Bellvitge Biomedical Research Institute (IDIBELL) is seeking a Head of the People Management Unit
The Bellvitge Biomedical Research Institute (IDIBELL) is a research center located in south Barcelona that integrates the biomedical research of the Bellvitge University Hospital (HUB), the Catalan Institute of Oncology (ICO) and the University of Barcelona in the Bellvitge Campus (UB). On January 1st, 2020 IDIBELL integrates the Centre of Regenerative Medicine (CMRB).
The research focuses of IDIBELL are cancer, neuroscience, translational and regenerative medicine; research, innovation and society are the pivots on which researchers work every day in order to improve the quality of life of citizens.
IDIBELL is part of the CERCA institution of the Generalitat of Catalonia. In 2009, it became one of the first five Spanish research centers certified as a health research institute by the Carlos III Institute of Health. More recently, the European Commission has awarded IDIBELL with the HRS4R logo (Excellence in Human Resources in Research), which recognizes its progress in implementing the European Charter for Researchers and the Code of Conduct for Recruitment and management of Researchers.
IDIBELL wants to become a European reference in health sciences, rooted to its neighborhood and contributing to its growth by attracting and retaining research talent in health science. For doing so, we believe people management is key. IDIBELL accounts for more than 1200 researchers among those, approximately 500 are staff members and 700 are affiliated researchers.
We are looking for a candidate to lead the People Management Unit. This Unit belongs to the Organization and People Area, that together with the Talent and the Occupational Risk Units constitute the People Department. The person awarded the position will be responsible for developing and implementing policies related to administration and labor relations aligned with the Institute’s strategy. Furthermore, the candidate is expected to contribute to the building and sustaining of the IDIBELL community of people.
Main duties and responsibilities:
Planning the people management strategy of IDIBELL, including budget distribution, planning how this is to be achieved and setting timeframes for achieving the strategy.
Ensuring compliance with European and regional regulations in terms of employment legislation and other HR-related regulations.
Ensuring the strategic alignment with the People or Human Resources Areas within the campus (main IDIBELL partners).
Update of labor regulations. Attend to and resolve incidents related to working conditions.
Coordination of the administrative process for recruitment of people up to the signature of the employment contract.
Design and implementation of the processes for the proper registration of staff members and affiliated people.
Ensuring a work environment that promotes equal opportunities, ethical integrity, and work-life balance, etc.. Design and implementation of remuneration policies, teleworking policies, among others.
Responsible for the proper development of daily people management and administration tasks (contracts, payrolls, recruitment, foreigners’ issues, etc.).
Coordination with other IDIBELL Areas, especially for the proper management of labor contracts related to competitive funding.
Actively participating in the implementation of process optimization and review process by leading the identification of redundancies, or inefficiencies, as well as monitoring the adherence to established HR procedures and policies.
Actively participating with the IDIBELL Direction on the interrelations with the Work Council and the Health and Safety Committee.
Monitoring the performance of the People Management Team to ensure progress towards the IDIBELL’s strategic objectives, while supporting their professional empowerment and commitment.
Reporting to the Organization and People Directorate by analyzing data and using HR metrics and providing advice on decisions.
Holder of a University degree (preferably in Labor Relations, Law, Management, Business Administration, Public Administration or similar).
Professional experience is required; at least 3 years of demonstrated track record and skills gained with similar responsibilities. The job holder should have experience managing a team of people (at least one year).
Professional experience in I+D environment, public environment, or similar, preferably, but not essential, in a research organization. Proven track record in people management.
The job holder must demonstrate a strong knowledge of Spanish employment legislation and labor-related regulations.
English and Catalan/Spanish to an advanced level, both written and verbal.
Desired experience and skills:
Good team-working skills, ability to effectively manage multiple activities or projects of varying complexity with conflicting priorities involving cross-functional teams and tight time constraints and workload.
Excellent interpersonal relations. Responsibility, empathy and discretion is a must. Advanced communication and collaboration skills across a range of audiences including researchers, clinicians, students, staff and governing bodies. Negotiation skills for dealing with labor issues.
Service-oriented, multi-tasking, collaborative, attention to detail, energy, flair, adaptability and a willingness to learn.
Permanent full-time position (40 hours/week)
